The ZBW negotiates so-called Publish&Read agreements with international publishers. In these agreements, an entire package of journals is the subject of negotiation, not individual journals of a publisher.
Besides an option for reading access (=Read), an Open Access publishing option is also negotiated (=Publish).
This means that researchers at an institution which has licensed (=paid for) the corresponding package can read the journals. They can also publish in Open Access in these journals without additional cost. Publish&Read agreements aim to substitute the previous cost of a reading subscription with publication of Open Access articles. Successful negotiations for Publish&Read agreements have been held with publishers Taylor & Francis and Emerald.
