ECONIS Select – Zivil-militärische Beziehungen in Konfliktregionen: Verliert die Entwicklungspolitik ihre Unschuld? (GIGA-Forum)

In den vergangenen Jahren fanden tiefgreifende Veränderungen im internationalen System statt, die sich insbesondere in zunehmenden militärischen Interventionen niederschlugen. Im Rahmen dieser Interventionen und den damit einhergehenden staatlichen Wiederaufbauprozessen werden Sicherheitspolitik und Entwicklungspolitik immer stärker integriert. Die wohl bekanntesten Beispiele für diese Entwicklung sind die so genannten „Provincial Reconstruction Teams“ (PRTs) und die „Civil Military Cooperation“ (CIMIC) Komponenten der NATO in Afghanistan. Für Nichtregierungsorganisationen (NRO) wie die Welthungerhilfe führen diese Entwicklungen in ein schwerwiegendes Dilemma. Zwar haben sich die Arbeitsinhalte der wenigsten Organisationen grundlegend gewandelt doch hat sich die politische Wirkung ihrer Aktivitäten entscheidend geändert. Durch die Nähe zu militärischen Akteuren werden auch NRO immer häufiger als Konfliktparteien angesehen. Wie können sie auf dieses Dilemma reagieren? Hat die nicht-staatliche Entwicklungspolitik ihre Unschuld verloren?
